Reports to: Program Manager for No Plastics in Nature initiative

Duration: 6 months initial, with possible extension to 2 years
The World Wide Fund for Nature (WWF) is implementing the No Plastics in Nature (NPIN) initiative, a network-wide initiative to stop plastic waste leakage in nature by 2030. Under this initiative, WWF has been working with various stakeholders to push policies such as the adoption of the Extended Producer Responsibility (EPR) scheme in the Philippines. National efforts have been continuously implemented to increase public and private support for the EPR scheme and to provide technical guidance to policymakers on how the scheme should be implemented in the country.
In June 2022, the EPR bill lapsed into law which prompted the drafting of the Implementing Rules and Regulations (IRR). Stakeholder consultations have been conducted by the Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) for the IRR development, and now the document is under review for approval.
The project aims to complement the EPR law implementation in the Philippines through guidelines, policy papers, and case studies. It aims to ensure that the law is implemented in an inclusive and integrative manner. The project also ensures that other implemented NPIN activities, including the Plastic Smart Cities (PSC), Plastic Action, and global policy, are aligned with the set EPR interventions.
BASIC FUNCTION
The Project Manager is responsible for the overall coordination and management of all initiatives related to national policy. The Project Manager, in close coordination with the NPIN Program Manager, will work with WWF – Norway counterpart in ensuring that set interventions are performed as deemed appropriate to the stakeholders (policymakers, private sector, civil society, informal waste sector).
KEY DUTIES AND RESPONSIBILITIES
The Project Manager – Policy will be primarily responsible for the following:
- Leads and manages WWF – Philippines’ policy initiatives, ensuring that project activities are in accordance with the work plan and project progress is according to targets. Should changes be necessary that affect the strategy, approach, main activities, and timeframe, these should be brought to the attention of the NPIN Program Manager and Director for Conservation Programs and WWF – Norway counterpart and discussed accordingly.
- In coordination /consultation with his/her supervisor takes the lead in implementing on-site activities in order to achieve project targets and results;
- Supervises assigned project coordinator for policy towards the implementation of project activities in accordance with the work plan and budget;
- Ensures alignment of the entire NPIN team on policy statements and WWF stances related to the plastics issue and solutions;
- Serves as the primary link of stakeholders on WWF Philippines’ plastics policy programs;
- Prepares timely Technical Progress Reports (TPR) to the main office and funding agencies, as well as yearly work plans and budget; and
- Perform other duties as may be relevant and necessary to accomplish the project objectives and as may be assigned from time to time.
WORKING RELATIONSHIPS
- Internal: Within WWF Philippines, this post reports to the NPIN Program Lead, and project coordinator, and is expected to work with other staff under the No Plastics in Nature initiative.
- External: Policymakers, LGUs, civil society, academe, media, and private sector.
REQUIREMENTS FOR THE POSITION

- Educational Qualification: Degree in any social sciences course or related fields. Degree in any Social Sciences course or related fields. Technical familiarity with plastics, marine litter, and solid waste management is an advantage.
- Work Experience: At least 3-5 years of experience working on plastic pollution, sanitation, solid waste management, policy advocacy, law, and local legislation, and/or natural resource governance
- Skills and Abilities:
- Good strategic and analytical skills to shape the projects for the objectives of the program to be reached;
- Strong communication and interpersonal skills
- Good decision-making skills, organized, and takes the initiative;
- Interested and willing to learn the technical aspect in relation to the project implementation, particularly on plastic pollution reduction
- Willing and able to travel
